International Cooperation Helps Costa Rica’s Fight Against Illegal Drugs

first_img The Costa Rican Coast Guard seized 1.1 tons of marijuana in a joint operation with the United States, Costa Rican Security Minister Mario Zamora indicated on 3 August. The change in the system of transportation used by drug traffickers to smuggle drugs has made them more difficult to track. Arias said that Costa Rica’s fight against drugs is benefiting from the technology used by the U.S. military. Six suspects – four Costa Ricans, one Jamaican, and one Nicaraguan – were detained and are awaiting legal proceedings. “This is an important success for [Costa Rica and] the United States,” said Martín Arias, director of the National Coast Guard Service. “We’ve had successes in the Pacific, particularly during 2008 and 2009, when we had a peak in drug trafficking by sea.” When the Coast Guard approached, the drug traffickers on board the vessels opened fire with high-caliber weapons. Two of the boats were intercepted – after their occupants threw the weapons overboard – but the largest vessel, a Jamaican-flagged speedboat, evaded capture on the high seas. By Dialogo August 15, 2011 “In this case, it was a U.S. plane that followed the vessel through its entire route from Jamaica; that would be impossible here,” Arias said. “They have planes, satellites, radars, U.S. technology that we couldn’t afford here in Costa Rica.” center_img The seizure took place on 29 July, when the U.S. Air Force detected three suspicious vessels near Costa Rica’s Atlantic coast and alerted the security personnel of that Central American country. Commissioner Juan José Andrade, the director of the Public Force, the country’s police force, said that joint operations by Costa Rican law-enforcement agencies have led to an increase in the seizure of smaller amounts of drugs. “I’m concerned that these drugs were destined for national consumption,” he added, since Costa Rica was the final destination of the marijuana, which had a retail sale value of 6 million dollars. “But there is work being done by the Public Force that is practically invisible,” he affirmed. “Every day, the 3,000 officers working in the country seize small amounts of drugs that add up to tons at the end of the year.” The Costa Rican authorities have seized 1.6 tons of marijuana along the country’s Atlantic coast this year. The Coast Guard captured one of the boats about six miles from the coast. The other was detained by agents of the Public Force closer to the coast, near the town of Cienaguita. Both boats were carrying a very potent class of marijuana, Zamora said. The Mexicans are now using semi-submersibles that are practically undetectable. Wolf Administration Approves 11th Grower/Processor to Begin Operation

first_img Human Services,  Medical Marijuana,  Press Release,  Public Health Harrisburg, PA – Governor Tom Wolf today announced the Pennsylvania Department of Health has approved AGRiMED Industries in Carmichaels, Greene County, to begin operations, bringing the statewide total to 11 grower/processors.“Each week, we are making great strides in expanding our network where patients can get medical marijuana,” Governor Wolf said. “The approval of the eleventh grower/processor is another positive step forward. With the first medical marijuana dispensed just this week, we are pleased to see progress toward full program implementation continue.”More than 19,600 patients have registered to participate in the medical marijuana program, with more than 5,000 certified by a physician. In the first week of medical marijuana sales, more than 1,300 patients have received medication from a dispensary. Eleven dispensaries have been approved to begin operations, with six of those starting sales.“Our team is diligently working to inspect dispensaries so we can expand access to medication,” Acting Health Secretary and Physician General Dr. Rachel Levine said. “Each of these inspections ensures that all standards set out by the regulations and their facilities are met, and the sites are safe and secure. The program continues to work to provide operational locations to help get medical marijuana to patients.”In order to become operational, the grower/processors and dispensaries have each undergone several inspections from the Department of Health. Each of the grower/processors are fully integrated with the seed-to-sale tracking system and are now able to begin accepting seeds and clones to grow medical marijuana.Physicians continue to register to participate in the program. To date, 764 have registered and of those, 376 have competed the training to become certified practitioners.The Medical Marijuana Program was signed into law by Governor Tom Wolf on April 17, 2016. Since that time, the department has:Completed the Safe Harbor temporary guidelines and Safe Harbor Letter application process, as well as approved more than 340 applications;Completed temporary regulations for growers/processors, dispensaries, physicians, patients, and laboratories, all which have been published in the Pennsylvania Bulletin;Issued permits to grower/processors and dispensaries;Developed the Medical Marijuana Physician Workgroup;Convened the Medical Marijuana Advisory Board;Approved five training providers for physician continuing-education;Approved three laboratories to test medication before it is delivered to patients;Launched registries for patients and caregivers, as well as physicians;Registered more than 19,600 patients for the program;Approved 11 dispensaries and 11 grower/processers to begin operations; andContinued to work with permittees to ensure they will be operational.The Medical Marijuana Program became effective on May 17, 2016, and is expected to be fully implemented in 2018. Probe finds no evidence of racial abuse aimed at Chelsea star

The German defender complained that he was subjected to monkey chants in his side’s 2-0 win at Spurs on December 22. Spurs responded swiftly, launching a full investigation alongside the police. However, over two weeks on, no evidence has been found to corroborate or contradict Rudiger’s claim. “We carried out extensive reviews of CCTV images and footage, working with professional lip readers. All materials and reports have now also been reviewed by the police who have carried out their own investigation,” Tottenham said in a statement. “The police have notified us today that, having reviewed and investigated, they have closed the crime report as they can find no evidence to support the allegation of racial abuse. “We fully support Antonio Rudiger with the action that he took – however there is no evidence to corroborate or contradict the allegation and as such neither ourselves nor the police are in a position to take any further action.” Tottenham added that any fan found to have been guilty would have been handed a lifetime ban. Chelsea reiterated their support for Rudiger and stressed the importance of players not being afraid to report racism.
