Parliamentary Committee recommends criminal offense for willful transmission of STIs

first_imgKINGSTON, Jamaica, CMC  – A Joint Select Committee of Parliament has recommended that amendments be made to the Offences Against the Person Act (OAPA), to make it a criminal offence for individuals who willfully and knowingly transmit sexually transmitted infections (STIs), including HIV.This is contained in the report of the Joint Select Committee appointed to complete the review of the Sexual Offences Act, the Offences Against the Person Act, the Domestic Violence Act and the Child Care and Protection Act.The report, that was recently tabled in the House of Representatives by Justice Minister Delroy Chuck, said the Committee acknowledged there was a deficiency in the law in relation to the deliberate or intentional spreading of HIV and other sexually transmitted diseases.“We noted that this type of offence existed in other jurisdictions, such as Canada (grievous sexual assault under the Canadian Criminal Code) and the United Kingdom (grievous bodily harm under the United Kingdom (UK) Offences Against the Person Act), and referenced case law, such as Guerrier, 1998 and Mabior, 2014 from Canada,” the report noted.“We also made reference to the George Flowers case involving a Jamaican who had infected a number of women with HIV while living in Canada, and fled to Jamaica, resulting in an extradition request being made to the Jamaican authorities for him to return to Canada to face charges. [The] Committee agreed that the Act should be amended to make it a criminal offence for someone to willfully or recklessly infect a partner with any sexual transmissible disease that can inflict serious bodily harm to that partner,” the document adds.In the meantime, while reviewing a suggestion that a new offence of stalking should be created in the OAPA, the Committee discovered that there was in fact no general, substantive offence of stalking in either the OAPA or the Sexual Offences Act (SOA).“We felt that this omission should be addressed and, therefore, decided to insert a new, substantive offence of stalking in the OAPA, which should be formulated using the provision in the UK Protection from Harassment Act, 1997 as a guide,” the report said. The Offences Against the Person Act was last amended in 2010.last_img read more

first_imgMIAMI-DADE, Florida – The historic grand opening of Phase One of the Liberty City Rising redevelopment project took place on July 1 in Miami-Dade County.Chairwoman Audrey M. Edmonson celebrated the transformation of the Liberty Square housing project along with U.S. Housing Secretary Ben Carson, Miami-Dade Mayor Carlos Gimenez, and a host of local, state and federal officials and residents.“A lot of people said it couldn’t be done; but guess what, we did!” said a jubilant Chairwoman Edmonson, a champion of the project who reminded the audience that she grew up in Liberty City.Liberty Square, which opened in 1937 as one of the oldest public housing developments in the southeastern United States, had become a symbol of blight and gun violence in recent years, prompting calls for its demolition and redevelopment.Phase One’s six new buildings at 6512 NW 14th Ave. are made up of 73 public housing units and 131 non-public housing units. The $46 million first phase, which was designed with the input of Liberty Square residents, was funded through a combination of county, city, state and federal dollars. Eventually, all of Liberty Square’s original 709 public housing units will be replaced with a mix of 1,455 public housing, affordable housing and market-rate units, along with shops, parks and community facilities.Several officials noted that no residents have been displaced during the redevelopment project, which also is providing construction jobs for local low-income residents under project developer Related Urban Development Group. Secretary Carson said the project could become a model for housing developments around the nation, adding that it’s an example of “lifting people out of poverty and into the American Dream.”Vernice McKinney, 35, a Liberty Square resident for the last eight years, was thrilled about the transformation and excited about moving into her new unit with her three children.“Now I don’t have to worry about rats, roaches and mildew,” she said. “Everything’s better!”last_img read more

first_img HBLB ups prize money commitment by 50% July 31, 2020 StumbleUpon Related Articles The governance of London-listed industry betting and racing systems provider Sportech Plc has described the first half of 2017 as a ’transformational period’ for its business. The company which continues to expand internationally, securing new betting systems contracts in Asia, Denmark and the USA (Connecticut) would report H1 2017 period corporate revenues of £36.4 million up 5% corresponding 2016’s £34.7 million.  Despite the firm’s revenue gains, Sportech would record an EBITDA decline of 5% to £3.9 million (H! 2016: £4.1 million), detailing that its key Racing & Digital division had been impacted by timing delays in system sales.Closing its H1 2017 trading, Sportech governance would declare group statutory losses of £100,000 (H1 2016: £800,000).However, Sportech governance remains positive of the firm’s future performance and outlook having won its £97 million VAT tax dispute against HMRC, combined with the completion of its long-awaited £83 million sale of its Football Pools division to UK private equity firm OpCapita (deal officially completed June 2017).Updating investors, Sportech governance details that it has a cash position of £76.2 million as of 30 June 2017, which the firm can use to strengthen its operations and projects.Speaking on H1 2017 corporate performance Ian Penrose, Chief Executive of Sportech PLC, said:“2017 has seen the transformation of the Group continue. We were successful with the £97m VAT legal case in the Supreme Court, we modernised and sold the Football Pools for £83m, repaid over £60m in debt and returned £21m to shareholders with further substantial shareholder returns still to come from the £76m cash balance.Following significant investment into our technology and licensing, Sportech has now established a strategic base to grow our business globally through our unique regulated gaming business based in North America together with our expanding presence in Asia. We have transitioned our business away from the UK market which is encountering regulatory headwinds, and await with interest the Supreme Court’s decision in the US on the future of sports betting. With our strong balance sheet and cash balances, we have the resources to fund attractive growth opportunities, meet ongoing commitments and deliver substantial returns to shareholders.” Submit Share Share Scottish racing gets green light for 22 June restart May 29, 2020 Sportech highlights new client wins under lockdown June 26, 2020last_img read more

Furthermore, the FTSE bookmaker will retain a brand presence within UK racing, acting as lead sponsor of ITV Racing.Under the leadership of CEO Philip Bowcock and CFO Ruth Prior, William Hill continues to execute its corporate transformation programme, prioritising group operational cost savings and US market growth opportunities. The transformation programme has seen William Hill reduce all in-stadia wagering properties with the bookmaker offloading its Newcastle and Sunderland Greyhound tracks to Arena Racing in 2017.William Hill becomes the latest UK retail bookmaker to terminate its on-course betting network, as Betfred and Ladbrokes ended their trackside presence in 2016.Confirming the sale to the Racing Post, William Hill trading director Terry Pattinson said: “With a William Hill betting shop now at 41 racecourses, we have reviewed whether our rails operation continues to make commercial sense.“Our focus now is to provide on-course customers with a full retail experience on the racecourse, so it makes sense to move away from our rails operation, hence, we have agreed a sale with Racecourse Pitches Ltd. We wish them the best of luck with their new expanded operations.”last_img read more

Psyonix partner with ELEAGUE as well as MGM & HyperX as Rocket League enters…

| htmtksbbp

first_imgELEAGUE, the popular television product created by Turner and IMG will enter Rocket League for the first time, with “The ELEAGUE Cup: Rocket League”. The feature series will be featured on TBS, with live gameplay showcased on both Twitch and YouTube. The competition will show some of the world’s best teams whilst building the narrative around teams, players and the game itself. The game itself is a fan favourite, combining football (or soccer for readers across the pond) and flying cars. Narrative around players in esports is still something often found lacking so it’s great to see ELEAGUE commit to painting the wider picture. We’re also very excited to welcome MGM Resorts as a sponsor for #RLCS Season Four! pic.twitter.com/ycyLDtJSxG— RLCS (@RLCS) November 6, 2017The move is in partnership with Psyonix, the developer and publisher of Rocket League. The series will get underway on Friday, Dec 1st and will see the world’s eight best teams play in the live tournament. The format will see two groups of four teams compete in a round robin, with the two top teams moving on to a single-elimination playoff stage. There’s also no less than $150,000 on the line. The coverage will continue on Saturday, December 2nd and culminate on Sunday, December 3rd. The three-part feature series will air on consecutive Fridays, beginning on the 1st and ending on the 15th.It’s the third piece of news in a week as the RLCS Twitter account revealed that HyperX will be the “Official Headset Sponsor” of the game’s biggest tournament, and MGM Resorts more generally as a sponsor. The MGM news may come as a surprise given the company’s plethora of gambling orientated venues including an array of casinos. Previously Psyonix has outlined a strict anti-gambling stance, reacting defensively to Unikrn offering odds on Rocket League matches. We’re excited to welcome @HyperX as the official headset sponsor of the #RLCS Season 4 World Championship!#RLCSWC pic.twitter.com/9YjCLQAPiq— RLCS (@RLCS) November 6, 2017The esport continues to grow and one would assume continue to garner mainstream attention. From a spectator and traditional broadcaster perspective, the game title is easy to understand and has no stigma around violence or guns that many other esports titles tend to carry with them. Those in and around esports have described it as a title with widespread appeal to those in and out of esports, and it’s certainly more appealing as a spectacle than other more traditional sports simulation games such as FIFA.Esports Insider says: Good stuff from Psyonix as RLCS continues to grow and grow. It’s great to see ELEAGUE picking it up in a move that most definitely makes sense for them given their history of bringing esports to television. First Counter-Strike, then FGC and now Rocket League. We would assume this will be a smash-hit with viewers. Who doesn’t love flying, turbocharged cars playing football? We certainly do.last_img read more
